In some alternate universe Babylon 5, her decisions must have ended horribly. Valen only knew about things that happened up until a certain point, so he had no way of knowing if it would work in the long run. Breaking the Council, the Civil War…Minbar could have really gone to shit without Neroon's change of heart.
