I think that was the implication. This was a holy site that wasn't necessarily near where Ra's usually is and was close enough for Oliver and Merlin to get to on relatively short notice.

I was totally fine with everything that was happening in this episode until the last minute. It just was a really anti-dramatic way to revive him. I wanted it to be epic, a scene worthy of the DC mythos this is all supposed to be based on.
My problem is the nature of the reveal. He just kind of wakes up. Why not end with Maseo and Tatsu dipping him into the Lazarus Pits? Are there even going to be Lazarus Pits? Why tease us with Ra's' immortality if you're not just going to introduce the Lazarus Pits??
