I feel like SOOC was an outlier. It had a great cast, mainly buoyed by the guy playing Eazy E that both looked like him and captured his energy. It allowed for some of the weaker actors to be ignored or overshadowed.

I was watching the Making Of this on HBO and it definitely seems like they got a guy that looks like 2Pac, but he loses it all when he starts speaking. Pac had that great three-packs-a-day rasp that's tough to duplicate. And as said, his charisma is off the charts.
