Yes, I think the Greyjoy plan amounted to looting while the opportunity presented itself, and extracting a bit of revenge on the Starks while they were weak. As far as pirate raiders go, that's probably a lot of foresight.

Don't forget Tyrion's soft spot for cripples, bastards and other broken things from season one. In a world that doesn't generally give two shits about the weak, for me that provides a lot of interesting motivation for his actions, especially now that he's stumbled into having some real power.
