The apology is fine in this case, but I'm not comfortable with the idea that it should be hard and fast rule to apologize any time anyone anywhere feels bad about something and that literally nothing else matters, which sounds insane to me. He did step 2 yesterday when he said "“I’m sorry, I apologize, I screwed it up" which should have been the end of it. He was dismissive of the idea that it had "gone viral" which is as reasonable a thing to be dismissive of that you can get.

It's more like, someone brushed your foot, they apologize, you then say "YOU DID IT ON PURPOSE!" and somehow they're expected to apologize again.
