He did step 2 yesterday when he said "“I’m sorry, I apologize, I screwed it up" which should have been the end of it. He was dismissive of the idea that it had "gone viral" which is as reasonable a thing to be dismissive of that you can get.

It's more like, someone brushed your foot, they apologize, you then say "YOU DID IT ON PURPOSE!" and somehow they're expected to apologize again.
