I don't think we should assume that Aang's personal development stopped after "Sozin's Comet." We just didn't get to see it.

I LOVE the Ba Sing Se arc, but I can't help but agree with you here. I recall also being frustrated with how easily Azula turns the Dai Li against their own people. I mean it is Azula, but seeing the Dai Li open the city to the Fire Nation felt like we skipped a few steps.

What's so sad is that what both these guys needed was an Iroh (the elder). They made terrible choices as adults, but the fundamental root of who they were was pretty much set in stone by their father. There was never anyone there to show them an alternative. I don't think it was overt racism so much as his penchant for police state tactics in general. He wanted to be a hero and fight back against dangerous men like his father (his invocation of Yakone in "A Voice in the Night" makes more sense now), but he forgot that the show isn't called Legend of Tarrlok.
