I assume Hiroshi is hiding out with the Equalists (and hopefully getting bitch slapped by Amon for having the dumbest plan ever). The Sato mansion would most definitely be a crime scene, but it makes sense that she would be allowed to take her stuff once an initial sweep had been made.
