You pretty much answered your own question. Plot developments that mean nothing in the bigger picture are the definition of "going nowhere" to me, even if they are briefly exciting. "Dexter" is a show with the memory of Leonard from "Memento."

I had the same reaction, to the point that I had to pause the TV to laugh and rant to my (very tolerant) wife. That scene was hilarious. Matthews' "skepticism" only makes sense if he's actively covering up for Dexter. Otherwise, he's a huge fucking idiot.
