He worked for the Cardassians, but from the flashbacks we see I don't get the impression Dukat ever considered him anything more then a convenience. He certainly did not see him as a fellow citizen.

Well, war CAN be profitable for some, but it isn't the most profitable situation. GDP has more growth potential during peacetime, or at least that's how I understand it. Weapons makers are going to make money, but not many others.

The major problem is that DS9 was saddled with all the TNG stuff about the Ferengi. While the early stuff with the whips and such was mostly ignored, the stuff about women was still pretty recent by the time DS9 came on.
