Having lived in Europe, I can testify to the fact that many Europeans really don't understand how unacceptable the use of words like those are if you aren't black, and that saying you are just 'joking' isn't going to cut it. Still, those that still don't get it after I've kindly explained it deserve all they get, so

Trekinosis and alurin: You can't take anything he says in "Rose" seriously, he's trying to impress a new companion!  But seriously, even if he does know his age they've given so many different ones out it seems silly to latch onto just one.  And even if we were to listen to him, remember rule one: the Doctor lies.

I seem to recall at the beginning of "Key to Time" Romana accuses him of losing track, and in spite of his denials it's implied that he really has.  I've always gone with that view.

Personally I think the on screen explanation about Justin Timberlake not being available is more likely, since if he was it seems likely he would have made an appearance somewhere in the episode.

Being a Northampton, Massachusetts local, I'm not sure how Albert and Aunt Mimi would appall the locals. Albert's 'New Orleans is superior to everything' attitude might clash with the dominate 'New England is superior to everything' feelings at first, but they would soon gel into a 'We are superior to everything'

@Buckaroo: Just to be clear, I didn't mean to imply that the DS9 Holosuites weren't used very often, they obviously were and generating a great deal of latinum at that. I just meant that they didn't seem to be used for training purposes that might justify massive use of resources.
