Yeah, I'm tending to agree with this, even if my first thought when watching the episode was that it reminded me of that Clerks episode. But I don't think these were supposed to be like clips of things we'd seen in the series before, which is the purpose of a clip show. They were just flashbacks.
This is a show with infinite universes and realities. Mr. Poopybutthole was just one of Rick's weird friends. We've seen plenty of other ones over the course of the series.
