That's because it never worked.  The actors simply didn't have any chemistry, and it was too late in the show to make something of it.  The Riker-Troi relationship was always interesting, partly as a result of the fact that the two actors could really make sparks fly between them.  It's funny that Jonathan Frakes and

I really like the moment in AGT when past-Picard runs into Data and he's the smarmy jerk from Encounter at Farpoint.  In a series that sometimes veers into the self-important, it was a nice piece of self-deprecating humor.

Not to mention, what may be the best closing line ever.  Sky's the limit.

Another thing I hate about this movie: I thought it was high-time that a Trek film did something with the Romulans, and we finally have a Romulan movie without any Romulans in it.

The two problems with that is:

Honestly, I think that's basically the reason.  Someone mentioned the other day that it was generally well regarded by fans until someone came up with the whole odd-numbered/even-numbered thing, so to make it work, they denigrated III and appreciated IV, although I would say the two movies are comparable in quality.

I agree (as you know), your Eminence.  Enterprise is not a bad show (although it had a bad run in Season 2), it just took awhile to hit its stride and by that point people were just sick of Star Trek.  The fact that Nemesis came out during Enterprise's run didn't help.

OK, I've got a great idea for a new thread.  What is the WORST thing about Nemesis?  My answer is how depressed and out of it the cast seems.  Everyone in the film seem to believe that they're beating a dead horse, and it shows.
