There is the possibility they let these people take on too many projects, and I do think Moffat is much more passionate and deeply enamored in Sherlock.
I do get the feeling in parts he doesn't have that innate feel for Who the way RTD did, and that his ideas are too big,

I suppose it depends how much bigger budget is needed.
One of the best parts of the relaunch is how the effects and sets are definitely better, but not so much that it loses that quaintness.

I liked her to begin, but then the writing just bungled everything. It was when the mystery of the character ended that it all went pear shaped.
Actually that reminds me a lot of what could happen with Clara too once the mystery is revealed.

I hated him going all Dragonball Z too. I didn't particularly like all his villainy being caused by the ticking in his head driving him mad either. Can't we just have a villain who's just evil? 
It's a shame because I liked Simm as him in the Saxon arc.

I think that's more to do with the writers and not the Britishness. 
The writers do seem to cling to that aspect of the old episodes in some ways, where the budget almost had to ground half the episodes in England, or famously quarries. It's really like they view it as an essential part of the mythos, when really it

I don't know about the reluctance to use Omega. His last TV appearance was 1983.
I suppose with the Timewar stuff it could be a little too much of Timelord mythology again.
