I just assumed Holmes was counting on the architect/squatter buying it because of Watson's ethnicity. Not being racist, just assuming others are a little racist and trading on that.
I like the character touch that Londo, a man whose entire existence is predicated on scheming and obfuscation, chooses the one wife that deals with him on an honest and direct level. It doesn't matter that she loathes him, he still finds it refreshing and relaxing.
