'Fringe' tends to skirt a very thin line between procedural and serial (leaning more towards the latter these days), so I'd say no. There's a fair bit of setup in the first season that pays off down the line.

Season 4 should not be faulted for the "slow" start of 5. There was plenty of opportunity for the new showrunner to start breaking through the narrative boundaries that have usually constrained the series, only to be squandered with a mediocre plotline and villain.

As Todd said, it doesn't exactly humanize him, but it does work to establish his background and give us an idea of how he came to be this way. In that sense, it makes his actions more substantiated (relative to himself, obviously.)
It's as Ann as the nose on plain's face that this needs to happen.
