I think that's it, too. For the first couple of seasons, it was important to show that the observers had no connection to the current time. So, dressing them in 50's or 60's style fashion made it clear that they didn't belong.

I have to confess I've seen this show. The economics don't make sense to me. How do they spend hundreds of dollars on gas and (I assume) hotels . . . then come away from each episode with about $400 of profit? Clearly, I'm unclear.
