To expand on the 'honest' part (since nobody in this world is 'honest' in the way we usually use that word), I can see Claudia dropping the maternal act when necessary and saying "I am not your mother and I am not your friend. I am your conduit for orders and I am your lifeline, and you need to heed what I say."

Maybe it's just because Margo Martindale is awesome, but I believe Claudia sincerely cares for her agents too. Which is not to say that she isn't a hardass who will manipulate and use them to whatever ends that she or the higher-ups deem best, because that's the job (see also: Gabriel).
