It goes beyond that; many Francophones have trouble comprehending regional accents in other languages, regardless of their facility with them. Parisians whose first foray into English is via London think that American English is "like their hamburger, all mush", and French Canadians who learn English from Hollywood

Most of my French teachers were Moroccans. This too did nothing to help Anglo kids integrate into Francophone uberkultur.

Clearly, it can be both. I'm not sure if it is, though.
