It doesn't have much in common with the manga beyond the basic premise. There's actually been 9 Tomie films total, starting in 1999; the others look more faithful but less crazy.
While I was not as impressed with Pontypool as you were, I would like to second the recommendation. One of the few films in recent years to do something genuinely new with the zombie genre (and no, curing zombies with the power of love doesn't count).
