It's not even Quentin Jackson's best movie. Why wasn't Jessica Biel in someway disrobed? Why do they think people watch her in movies?

I think it's because it was written and directed by the guy who wrote all of the Back To The Future movies (the Fox/Lloyd appearances, too). He was probably calling in a lot of favors or pulls some weight because he made Hollywood a fortune. James Marsden was good in it, too, considering his lines were dumb as hell.
