It depends on the house style. Some people say prepositions seven letter and up, some say five letters and up, etc.

Some organizations, like the AV Club, have style guides, and theirs may state to capitalize every word in a title. Is it standard English? No, but it can save time if they don't want to spend 30 minutes formatting sometimes-tricky titles using what, on occasion, can be wishy-washy rules.
