I had forgotten about this, but in the pilot when Rust asks the detectives to buy him beer he says something along the lines of "what, is this supposed to be admissible?" Which would play into the idea that he is playing them the whole time to see their files or draw their attention to the right fucking questions. …
It has nothing to do with the character, but the fact that he was played by a well-known actor (Remus from Boardwalk Empire) makes he think he will be back. But then again, we haven't seen Clarke Peters since the pilot.
It looked to me like Rust shoots the captured dealer by accident when he punches the non-bearded dealer, between that and the huge standoff between drug dealers and the real police they think are fake, there's a bunch Rust could be being investigated for. That said, I have no idea how he and Marty would get connected…

A New Orleans (v. Cajun) accent sounds like a Brooklyn accent, with the y'ats and dats and dese and dose, coming from the same influx of Irish immigrants in the 19th (?) century.

I had no idea someone had the rights to Maximum Bob as well.
I meant its use on a recurring character (I was sure he was going to kill Ava), though I suppose Arnett would count for that as well. And as is pointed out above, there's still an episode left for it to come into play, and we don't know for sure that he shot Tom. So I stand corrected on many counts.
I thought it was a nice touch that after showing us Chekhov's sleeve gun all season, it gets used while already hanging out of his shirt and off camera to boot.
