Walter could have built it any time, as the end of the prime universe started looking more and more imminent. It was only when people actually started losing their loved ones to wormholes…

I REALLY REALLY WANT TO KNOW SEPTEMBER'S STORY. I mean, he legitimately loved these people in his own way, I think. He's different from the norm, and if he was still around, I think they could have brought in a lot of ambiguity to the story. They can still do it without him around, though.
