To me "occupation" implies more than just troops being present, they have to actively be controlling the country.  When Solidarity began to get out of hand, the possibility of Soviet occupation of the country was discussed in terms of something that hadn't happened yet, but could.

Formally, Poland was an independent country that just had a really, really good relationship with the USSR.  The average Soviet citizen would have definitely said Poland was independent.  People at the top of the Soviet power structure would probably have seen Poland as "theirs".  But calling Poland a part of the USSR
