I think it's the lack of spine plus Ollie's just a convenient minion for Malcolm. He knows Ollie's afraid of him and that Ollie wants advancement enough to sell out whoever his current boss is (remember his speech about Hugh being "Eeyore in the lion's den" to Glenn during Spinners and Losers?).
