This went in a different direction than I expected, but I'm happy nonetheless.
The first episode with the Clock King is somewhat silly, but that illustrates your point well. He wasn't born evil, one bad day set him off.
Also, the fact that Batman sympathizes with Mr. Freeze. He stops him because he has to, but realizes the real monster in the episode is the business man who made Freeze.
They had a Mr. Freeze movie, but it wasn't as good as Mask. Still not a bad movie, if I remember correctly.
When Ivy and Harley Quinn teamed up, it was a match made in heaven. Such fun, fun, episodes.
I just watched the pilot last night on Hulu. I don't have cable, so I never heard of the show until I saw some ads for it (on Hulu, of course). The adds didn't sell it well, but I heard someone call it a sort-of modern day Police Squad!, so that means I have to give it a chance.
What pisses me off is that the justice system is working as intended. Rich white guy rapes someone? Judge slaps him on the wrist and pats him on the head. Any other skin color does the same? Throw the book at them.

I'm glad that the darkest Star Trek got was with DS9, and they did it damn well. Voyager could have been somewhat dark- the episode you mention, the crew of the Equinox was killing aliens in order to get home, and the crew of Voyager found that horrible and stopped them.
