Joel said in the Season 2 premiere that he stopped doing serious work because he couldn't afford pay his guys, so it's assumed that he stopped working regularly when the recession fledged out and took intermittent jobs along the way.

While I agree with you about the money troubles, The Luncheonette did stabilize (and is now profitable beyond the base salaries Adam & Crosby are paid, presumably), and they very well could have just taken a home equity loan or some other private loan, or drawn out of a college fund, to help pay for her education.
