I've always asserted that Suburgatory is going through the Pawnee-stages of development. The first season (i.e. Season 2 of P&R) to set up the ridiculous world in which the show operates, and the second season and on to set up how the characters operate within that world.

Parenthood's obviously not a comedy, though. Although both have humor where you're more inclined to "laugh with", and have dramatic elements, one obviously isn't a live-action cartoon.
