I think comparing season 2 of korra with Aang works well enough. Korra has had many setbacks with its characters, but I like to think that by the end of book 4 Korra will give me a finale like Aang's

Yes she is! You cannot stop being someone's reincarnation ever. Raava was a blank slate because the Avatar cycle was pretty much rebooted imo
