They don't have the same agreement that Fox has for Fantastic Four and the X-Men. All the film rights were sold individually and at different times, so they're all different and weird. Like for example Universal also has the Namor rights, they've had them for like 25 years, and they've never made a single film.

The one constant in superhero movies however is that audiences are apparently terrified to learn that there's been more than one Captain America, Superman, Batman, etc. Spider Man is the biggest offender of course, we could have had Ben Reilly, Miles Morales, and Spider-Gwen movies by now but audiences will faint,

They can use him in movies, but Universal gets distro rights on solo Hulk films.
