I hated the way Janeway was written, but I think the acting also made her unlikeable.  She came across as arrogant and unyielding.  Se would never listen t anyone's opinion, and she was always right just because she said so. And the writers would make sure her ridiculous decisions were always justified.  It's like you

The Dominion anounced their presence by destroying all federation ships in the Gamma Quadrant, kidnapping Sisko, and wiping out the colony of New Bajor.  Also declaring no ships from the Alpha quadrant would be allowed through the wormhole. The only sense in which they aren't at war is that the Dominion hasn't sent

They seem to value success and leadership abilities in starfleet cptains more so then just following orders.  Which makes sense, since starfeet captains tend to be badass, and are really the most important position in starfleet, given how much is expected of them and how much leeway they have in dealing with a whole
