I think the real breaking point is when Garak realizes Odo's "secret" is the same thing that's motivated Garak, only Odo resisted the temptations of his worse nature and Garak didn't.

I think alot of it, and they try to establish it, is that Worf isn't comfortable with the difference between how things go on DS9 versus the Enterprise, where Picard ran a very by the numbers starfleet ship.
