Given that DS9 just got a lot more important as the flash point for a Dominion invasion, it makes sense they would want one of their own running security.  It would be like say, if A US allied latin american country had a local officer in charge of security at the most important US…

I don't think he went through the Wormhole.  The 100 (changelings that were sent out) were sent before the creation of the Dominion.  I figured Odo was in a box in suspended animation for centuries (keep in mind the Founders seem to be practically immortal.)

I think the Founders are very interesting characters, and it's a shame some of that chracterization was a bit between the lines, although I understand the narrative purpose of having them being something much more "alien" then the bumpy heads we are used to.
