I think that as with many relationship issues, part of the problem is the difference between intent on one side and perception on the other. And it's a testament to the quality of the show that diferent people can perceive different aspects of those relationships.

I think I read somewhere that Luke wasn't supposed to appear past the pilot, that may explain why (as well as why the chemistry that is instantly obvious to every character in the show isn't necessarily so to the viewers at first, as if ASP wanted to push the idea withiut having to properly develop it first).
