Yes. Hannibal seems to spend its money more intelligently. It invests in standing sets and recurring monsters/setpieces. They don't seem to spend money on CGI as much as they could. Comparing the two shows is pretty perfect; I just wish we were better informed on what exactly to attribute the differences to.
