It doesn't make much sense, considering Supergirl in this show is basically an amalgam of Clark Kent and Kara. But then again, I'm not a TV executive, so what do I know about aliens from faraway planets.

Jarvis works as Peggy's partner because he is both a canon character and one the audience can immediately believe would be loyal to Howard Stark.
There's also the camaraderie he and Peggy have as the only two British
characters on the show. Changing all of that for the sake of diversity
