Yeah, the "final boss" was Turbo, and he was glitching between Turbo and King Candy because they're the same guy.  Presumably the "glitchy" effect came less from being around Vanellope (since she also touched other racers and Ralph throughout the movie with no ill effect) and more from the fact that he was just going
