@JVS - Actually, Fred's supervisor doesn't know who he is. That's why at the end he tells Fred that he "worked out" that Fred was Arctor. Presumably both their identities are only known by people much further up in the Department.
I was sort of disappointed in the ending to this episode, especially because I loved how it was going.
