I assumed Gold already owned the library, and shut it down for non payment of rent or some such.  That turned out to be wrong, I guess. I am not at all surprised that town filled with storybook characters under a curse that is meant to prevent them from ever finding out who they really are might have a vested interest

Magic is probably the best answer, although the Henry conundrum is still there.  Emma and Pinnochio were in the wardrobe when the curse hit, so they would be protected and allowed to leave and come to town, as well as age normally.  Henry was probably born outside of town, which is why he noticed that time doesn't
