The Worf/Troi thing was something the writers wanted for a few years, and Braga claims they had be inserting hints at it for several seasons. I can see it a little bit when Troi and Worf deal with Alexander. It doesn't make it any mess dumb and out of left field whenever it comes up in year 7.
