1) That any negotiations were done fairly and in good faith
2) That the company actually honors the terms on the contracts & permits
3) That the government in question actually represents the interests of the residents in question

This doesn’t sound like a win. The settlement sounds like bs that doesn’t reflect the replacement value of the vehicles or the personal items inside.
