What you are discussing is degree inflation and this has happened in multiple industries. Too many people are going to college that don’t need to. It has devalued the worth of a college degree (which is why people do post-graduate work).

Teachers have to work in every community. Not live there. What specifically about teaching requires them to live in the community they teach?
