Relax comic book guy. Batman is a fictional character that makes literally zero sense when taken in the context of the real world. People bring that point up to illustrate that crime prevention is about not creating criminals (after school programs) and not enforcement.
Batman is a mentally ill vigilante that uses his vast wealth to go around and beat up criminals. If Bruce Wayne really wanted to significantly lower crime, he’d simply use the money spent on Batman gear and start after school programs.

The non-cynical reason: California is alone at the moment. The NCAA is threatening to ban California teams from NCAA sanctioned events. Which probably runs into anti-trust issues BUT...3 years gives other States time to pass similar bills. If multiple States do so, the NCAA will be forced to change.
