Her effectiveness and tenure in Portland is spotty at best. I’m not trying to vilify her, but she failed to “...bring long-overdue reform to the department” in Stumptown. I fail to see how she’ll do any better in Philadelphia, which by all accounts has even worse problems than Portland has.
