Well, I couldn’t find any data on that, but the data I did find shows that there is a whopping 4% black/african americans enrolled in 2017-8.

I live in Portland Oregon, and Portland Community College is widely recognized as one of the better educational institutes here. And all of the credits can be rolled over to state schools, so you can do your first two years at the price of CC.
