I am so sorry this happened to you. I don't know the situation (was his dog running loose, were you in his yard, did his dog accidentally get out, etc) but barring some sort of extremely extenuating circumstances, I would advise you to make a report to animal control.

Thank you for this. The response I keep getting from the few people I have confided in is that "he is a good guy who hit a rough patch and I need to support him and help him get better." Which I think is horseshit, but still somehow makes me feel guilty.
