It’s a rare enough issue that I don’t feel the need to make that purchase. Most of the time  it’s apparent that there is going to be a mess, and if it’s a dish I remove from the pan prior to serving I’ll pour in a little water to “deglaze” the pan and scrape it with a utensil. That usually does the job. 

Yeah, I get that they don’t want to offend the homeless, but yeah, everyone on earth has a better place than public transit to do that.

It depends on the pan. I cook with cast iron almost every day, and soaking it in the sink is a no-go. On the rare occasion it gets really gunked up, boiling some water in it usually does a good job to loosen things up.
