A bow hunter friend was at the range when a bunch of cops were testing a bulletproof vest. He went to his truck, grabbed his bow and shot clean through the vest. He said all their eyes got 3x bigger when they saw that happen and they all got nervous. 

A decently powerful crossbow can penetrate almost any bulletproof vest. So can a knife for that matter. Saying that it won’t stop a crossbow is not proof of it not being bulletproof.
