Yes. What is being stolen by this is not any money value, but the original creator’s freedom to release themselves. It robs them of that choice.

They could want to keep the textures, the models, the codebase, the music, the sounds, all for future products. So yes. Basically if someone decides not to release something to the public, that doesn’t make it public domain.

It might not be as ethically dubious as pirating material that someone is selling, but it is piracy in that this is a copy of a protected work that LucasArts still owns the rights to.
