True, regulations addressing this were supposed to be issued by July 1, 2013, or Section 1333 doesn’t apply. Those regulations were never drafted. So interstate compacts are not allowed. Poorly worded and drafted, but not unexpected for something that had to be passed before we could see what was in it.
